On demand and weekends, well over 200,000 leaders (In-Governance Roles...) stipulated in Umuganda Law 57 of 2008 are assisted with well proven day-to-day digital tools.
To us Koribisubizo Founders, a leader is defined as an individual who loves and relates with their family or community, whom she/he leads, shares their quantifiable and qualifiable hopes and aspirations, in well specified goals and objectives. Cloud commputing enables us (All with a Good National Identity System...) to apply our knowledge and our hands to almost anything, anytime, anywhere... YES, free from the known limits of time and location, all at largely a tiny little subscription.
On D-Day Umuganda, innovative designs of PPPs are afforded monthly benchmarking opportunities for youth/student startups, district imihigo, national ministerial and other projects.
For Koribisubizo, all legacy and all tech job/project plan documents are gathered/collected, people are observed/asked questions, their feelings are registered, thoughts are exchanged, behaviours are logged, stories..., even oral histories... are told, written, read, published..., in plans, dreams, aspirations, values... BUT also in reports, outcomes, outputs... documents.
Reports, Outcomes, Events... are documents that should list what we are doing, saying, seeing..., have followed and tracked... in values, numbers..., gains, losses... rights... wrongs... In Relations, Interactions, Data, periodically after some work and/or computer output data/results !
To track people and performance (Legacy jobs/projects...) - you need to back-trace Action Plans down/up to Vision... the seven elements of strategic planning.
Vision > Mission > Core Values > SWOT Analysis > Goals & Objectives > Strategies > Action Plans
Action Plans are documents that list what steps must be taken to achieve specific goals. Action plans break the goal(s) down into actionable steps (legacy tasks...) that can be easily followed and tracked. From Vision up, up... to Action Plans. Where legacy (People... ) planning ends, digital (Data...) planning begins.
To track people and performance (High Tech jobs/projects...) - you need to back-trace Action Plans to Vision as in Legacy above, then break them... further (Decompose/analize...) into ever smaller/tinier digital tasks... ultimately to tiniest (0/1), then back-trace Maintenance to Planning... the seven software development lifecycle (SDLC) for Application Develoment.

Digital (Data...) planning begins and ends in metadata creation, digitilization, digitization, coding... for computers to take the tasks over (processing...) into deployments, use and maintenance...
